So I was trying to go in a car (which wasnt my car) and a police officer came up to me and directly shot me Isnt that frp bc he could say something like "Sir please step out of the vehicle" or smth idk.

If this was a civilian vehicle then yes, theres no reason to use that much force if they're not that much of a danger to the public. On the other hand, if it was an LEO vehicle most people argue that it is okay to shoot someone who attempts/steals one as there are guns and other gear in the car that can pose a threat to the public.

if it was the blue c8 corvette its an uc car and the owner would shoot right there and then and wouldn't give you time to get out

Personally I would consider it FRP as they violated a structure known as the Use of Force Model. Law Enforcement SHOULD NOT be shooting on sight for a vehicle theft unless the suspect(s) actively pose a lethal threat (e.g. discharging a firearm at Law Enforcement/Civilians). If you have any evidence I encourage you to to file a player report if you haven't already.

No since the police officer had rightful fear for their life it would not be FRP and it would be justified.
