Give us an Incident Description:
There was a meeting for all of the police officers in RPD station , I was near the CHP station also I was late , So I went so fast and my emergency light's was on , Then this guy pulled me over and his reason was that I'm Speeding , Suddenly he asked me to get out of the car and when I did what he said , He sprayed me and cuffed me as shown in the video .
Note : I have asked the chief that if has the right for that or no and he said no he can't do that .
